1. Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 1:08 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

5. Consideration of Agenda Items

Office of the CAO

a. CAO26-04 Cabot Head Road – Public Engagement and Request for Direction

Council discussed options for hiking and biking trails, varying levels of vehicular access, approaches to controlled or authorized access, staffing requirements for maintenance and enforcement, cellular service availability, signage, parking access, resource needs, and accessibility considerations.

Council discussed considerations for the Bruce Peninsula Bird Observatory access.

Council requested that a comprehensive cost analysis be prepared for all options under consideration, including trail development and road improvements required to support vehicular access.

That Council receives the Cabot Head Road Proposed Operational Plan – Public Project Final Report prepared by Clerks on Call dated May 1, 2026; and

That Council provide direction to staff on the preferred operational approach for Cabot Head Road, including the level and type of public access, the approach to controlled or authorized access, enforcement expectations and resourcing, and the consideration of accessibility requirements.

Mayor McIver reported out that Council met in closed session with the CAO and Clerk in attendance regarding a proposed or pending acquisition or disposition of land by the municipality or local board specifically related to the Arena Project. Council approved the closed session minutes from May 25, 2026 and direction was given to the CAO.
