Members Present: Mayor – Milt McIver, Deputy Mayor – Rod Anderson, Councillor – Todd Dowd, Councillor – Laurie (Smokey) Golden, Councillor – Aman Sohrab (Left the meeting at 3:01 p.m.)

Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 9:00 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Approval of the Agenda

Clerk, Cathy Addison, noted that the Tobermory Community Centre could not be included on the agenda for the Special Council Meeting Re: Road Tour on Friday, April 28, 2023, due to a scheduling conflict. 

Mayor McIver noted that the agenda should be amended to remove of the Tobermory Community Centre from the Special Council Meeting Re: Road Tour.

That the content of the agenda be approved as amended. Carried

Council members and staff attendees loaded the bus and the tour commenced at 9:10 a.m.

Consideration of Agenda Items

1. Road Tour:

Due to timing, some locations were visited in an order not specified on the Special Council Meeting Agenda.

1. 5 Heron Point Road and Heron Point Bridge

· Parks and Facilities Manager, Mark Coleman, provided an overview of the dwelling located at 5 Heron Park Road. 

· It was noted that the dwelling is currently being rented to the Nature Conservancy. 

· An overview of the dwelling was provided to Council in addition to noted repairs required within the dwelling.

· Mayor McIver noted that he would like Council to enter the dwelling at a later date to assess the status of the building.

· Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the rental terms associated with the dwelling.

· Public Works Manager, Troy Cameron, provided an overview of the Heron Point Bridge and long-term plans retained by the Municipality to facilitate access to Heron Point following the closing of the decommissioning of the bridge.

· It was noted that the Environmental Assessment process at the property is ongoing.

· It was noted that a public consultation process will occur following the completion of the Environmental Assessment and next steps for the Heron Point Bridge.

· It was noted that the Ontario Structure Inspection Manual (OSIM) reports will be included on the agenda for the May 8, 2023, Council meeting.

2. Eastnor Landfill

· Public Works Manager, Troy Cameron, provided an overview of the Eastnor Landfill site.

· Discussion ensued regarding the agricultural plastic recycling program within the Municipality.

· Discussion ensued regarding the bear-wise strategies implemented at the municipal landfills.

· Discussion ensued regarding long-term planning for the Eastnor Landfill.

· It was noted that all waste from the Curbside Pick-up program is taken to the Eastnor Landfill.

· Discussion ensued regarding the benefits of utilizing a compactor within municipal landfills.

3. Lion’s Head Water Treatment Plant 

· The Road Tour proceeded on a quick detour to view the previous water treatment plant at the Lion’s Head Marina

· Léo-Paul Frigault, Senior Operations Manager – Grey Bruce Hub, Ontario Clean Water Agency (OCWA), met Council at the Lion’s Head Water Treatment Plant on Ida Street and provided an overview of facility operations and current challenges. 

· It was noted that the installation of servicing within Lion’s Head, such as Fibre Internet, have continually hit water service lines, demonstrating persistent challenges for the Lion’s Head Water Treatment Plant.

· It was noted that due to the continual issues identified with servicing installation, a back-up communication system was created to ensure the facilitation of communication in the event of a service disruption.

· Discussion ensued regarding the challenges of identifying water leaks within Lion’s Head.

· Discussion ensued regarding old water lines within Lion’s Head.

· It was noted that the replacement of old lines could be included within the Water and Wastewater Servicing Master Plan.

· Members of Council proceeded on a tour of the Water Treatment Plant Facility

4. Isthmus Bay Road Project

· Public Works Manager, Troy Cameron, provided an overview of the Isthmus Bay Road Project.

· It was noted that construction of a curb and gutters will occur at the intersection of County Road 29 and Everatt Side Road during Phase 2 of the Isthmus Bay Road Project.

· It was noted that Bruce County will assist with a portion of the costings for the intersection upgrades.

5. Dyer’s Bay Dock/ Cabot Head Lighthouse

· Public Works Manager, Troy Cameron, provided an overview of the work conducted at the Dyer’s Bay Dock and Boat Launch by the Department of Fisheries and Oceans.

· It was noted that repairs have occurred at the location to ensure the safety of all who utilize the location.

· It was noted that the road to Cabot Head Lighthouse could not accommodate the bus utilized for the Special Council Meeting Re: Road Tour.

· Discussion ensued regarding the condition of Cabot Head Road.

· It was noted that all the reports regarding Cabot Head since 2020 would be sent to Council for review.

· Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of recommendations provided by the Municipal Solicitor regarding Cabot Head Road.

· It was noted that prior to proceeding within any course of action, the ownership of the road must be rectified.

6. St. Edmund’s Landfill

· Public Works Manager, Troy Cameron, provided an overview of the St. Edmund’s Landfill site.

· It was noted that the location is effectively set up for a future transfer site.

· It was noted that the Re-use building located at the St. Edmund’s Landfill is well utilized.

· It was further noted that the Re-use building experiences a lot of vandalism.

· Discussion ensued regarding vandalism at the landfill site.

7. The Meeting Place

· Council and staff toured the Meeting Place building. 

· Parks and Facilities Manager, Mark Coleman, provided an overview of the facility.

· It was noted that a building assessment will occur by an engineer regarding long-term recommendations for the site.

· Discussion ensued regarding the current and future agreements for the Meeting Place.

2. Adjourn for Lunch (Travel to Tobermory and break)

The Special Council Meeting Re: Road Tour took a break for lunch at 12:56 p.m.

3. Reconvene Road Tour:

The Special Council Meeting Re: Road Tour, reconvened at 2:00 p.m. following a lunch break.

8. 15 Bay Street – Tobermory Sewage Treatment Plant 

· Léo-Paul Frigault, Senior Operations Manager – Grey Bruce Hub, Ontario Clean Water Agency (OCWA), met Council at the Tobermory Sewage Treatment Plant and provided an overview of the facility and addressed issues concerning the recent mechanical breakdown at the site. 

· It was noted that the cost to replace the sewage pump was previously quoted at $57,000.

· Léo-Paul Frigault is trying to determine the cause for the mechanical breakdown which occurred on April 3, 2023 and is requesting a second opinion.

· Discussion ensued regarding potential causes for the mechanical breakdown.

9. Gap 

· It was noted that the property known as the Gap is zoned as open space which permits the accessory uses of the area to maintain the associated naturalization of parkland, such as parking.

· It was noted that the Gap property will be included within the Recreation Master Plan. 

· It was noted that a public consultation period will occur if Council wishes to proceed with recommendations contained within the Recreation Master Plan.

· It was noted that an official land survey will occur at the site to ensure correct property boundaries.

10. Tobermory Lagoon

· Public Works Manager, Troy Cameron, provided an overview of the Tobermory Lagoon and associated systems.

· Discussion ensued regarding a potential capacity charge for operations utilizing the lagoon. 

· Discussion ensued regarding potential upgrades to facilitate operational efficiency during the summer months.

· Councillor Sohrab left the meeting at 3:01 p.m. following the Special Council Meeting Re: Road Tour visit to the Tobermory Lagoon.

11. Lindsay Landfill

· Public Works Manager, Troy Cameron, provided an overview of the Lindsay Landfill.

· It was noted that the Lindsay Landfill does not have a Re-use building.

· It was noted that long-term plans for the site include straightening out the contours of the landfill perimeter.

· Discussion ensued regarding lightening hitting the weigh-scales located at the site.

Other Business

Parks and Facilities Manager, Mark Coleman, noted that a resolution is required from Council to complete the Spruce the Bruce application process.

That Council supports Municipal Staff applying for Spruce the Bruce Streetscape Beautification Grant funding, to acquire 16 additional water reservoir hanging baskets and 16 street planters to be utilized in both Tobermory and Lion’s Head.
