Note: Members of Council and staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to attend.

Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 9:02 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Approval of the Agenda

Consideration of Agenda Items

1. Treasurer Report No. TR 23-02

Re: 2023 Budget – Draft #1 – Operating Budgets

Mayor McIver introduced the 2023 Budget and discussion was outlined as follows: 

Overview questions were directed to and answered by the Treasurer prior to review of the 2023 Budget- Draft #1. 

Airport – page 97

· There was no discussion on the Airport

Tobermory Harbour

· It was noted that a fuel inventory has not been completed to date at the Tobermory Harbour

· It was noted that part of the deficit will be amended when the fuel inventory is completed

Lion’s Head Harbour

· Clarification was provided on the insurance claim received for the damages at the Lion’s Head Harbour in 2022

· Discussion ensued regarding the zero revenue fees noted in 2022 for kayak docking and launching 

· Discussion ensued regarding grant applications for Small Craft Harbours

Lion’s Head Doctor’s Clinic 

· Discussion ensued regarding the Doctors Centre Reserve

· An overview was provided on the Municipality’s role in maintaining the clinics

· Treasurer, Teresa Shearer, to report back to Council regarding the discrepancy between the Lion’s Head Doctor’s Clinic and the Tobermory Medical Services Building regarding snow removal and janitorial services. 

Tobermory Medical Services Building

· Discussions regarding the Tobermory Medical Services Building with discussions concerning the Lion’s Head Doctor’s Clinic

The Meeting Place

· provide maintenance on an as needed basis 

· It was noted that a report on all municipal facilities will be coming to Council at a later date

· It was noted that the establishment of a pavilion at the Meeting Place has been budgeted for 2023

Parks & Recreation

· Discussion ensued regarding the wages budgeted for 2023 within Parks and Recreation.

· Discussion ensued regarding the landscaping budget for 2023.

-It was noted that landscaping improvements would occur throughout the Municipality to improve municipal gardens

· Mayor McIver thanked community volunteers for taking care of the municipal gardens throughout the Municipality 

· It was noted that a Paid Parking report will be brought to Council at a later date by Treasurer, Teresa Shearer

· It was noted that CAO, Peggy Van Mierlo-West, RTO and Parks Canada are having a meeting in February regarding next steps for the Sustainable Tourism Project

· we didn’t know what was actually allocated for that – Peggy RTO and parks having a meeting in Feb regarding next steps – more to come on that 

· Discussion ensued regarding the Goose Management Program

· Clarification provided on the Goose Zamboni

-it was noted that the Goose Zamboni is a goose feces management tool

Tobermory Community Centre

· Discussion ensued regarding the new kitchen upgrades to the Tobermory Community Centre

Lion’s Head Campground

· Discussion ensued regarding the online booking system Molo, which is utilized for Campground bookings

· It was noted that the 2023 long weekends are completely booked to date

· It was noted that Molo is strictly utilized for booking transient slips

Arena – Lion’s Head Community Centre

· Discussion ensued regarding the Insurance coverage held for the Lion’s Head Community Centre

· It was noted that all renters must provide the Municipality with their own insurance for all events

Tobermory and Lion’s Head Library

· Discussion ensued regarding the Tobermory and Lion’s Head Library

· It was noted that the Municipality owns the buildings and rent is received from Bruce County

Ferndale Information Centre

· It was noted that funds for maintenance on the building are budgeted.

St. Edmunds Museum

· It was noted that the 2022 actuals have not been closed as closing occurs in February 

· Discussion ensued regarding funds included within the Cabin Renos section of the 2022 actuals

· Discussion ensued regarding landscaping and building upgrades proposed for 2023 at the Museum

· Discussion ensued regarding potential electronic donation methods

Rotary Hall

· Discussion ensued regarding applying for R.E.D Funding for grants to repair the Rotary Hall

MNR House

· Discussion ensued regarding the rental property owned by the Municipality on Ira Lake Road. 

· It was noted that repairs and maintenance are performed on the property by the Municipality

Community Development

· Discussion ensued regarding the $50,000 budgeted for the final donation for new X-Ray equipment at the Lion’s Head Hospital in 2023

· Discussion ensued regarding the Barrow Bay Dredging Project

· Discussion ensued regarding the Asset Management Plan.

· It was requested that the deficit for the Asset Management Plan be presented at the Special Council Meeting on January 30, 2023

Spruce the Bruce

· Discussion ensued regarding Spruce the Bruce as it pertains to community grants

Streetscaping

· It was noted that streetscaping refers to maintenance on the street that are not asphalted or cemented

· There was no discussion on Streetscaping

911 Addressing

· There was no discussion on 911 Addressing 

Roads

· Overview of operating budget for Roads provided by Public Works Manager, Troy Cameron

· Clarification was provided on snow removal for Cyprus Lake

-It was noted that there is a 3 year contract for the snow removal which was renewed last year

· It was noted that the Municipality has not received an invoice for winter sand to date

· Discussion ensued regarding Roads Reserves

· It was noted that a report regarding the asset management plan will be brought to Council at a later date

· Clarification was provided on the Winter Standby section for Roads

-It was noted that the increased standby would provide the contractors with an assured number and promotes a more secure contract for the contractors to bid on

Streetlights

· Overview of operating budget for Streetlights provided by Public Works Manager, Troy Cameron.

Deputy Mayor Anderson returned to the meeting at 10:46 a.m.

Lakewood Sewer System

· Overview of operating budget for Lakewood Sewer System provided by Public Works Manager, Troy Cameron.

Clerk, Cathy Addison, returned to the meeting at 10:48 a.m.

Tobermory Sewer System

· Overview of operating budget for Tobermory Sewer System provided by Public Works Manager, Troy Cameron.

· Discussion ensued regarding proposed capital projects by OCWA 

· It was noted that completion of Water and Wastewater Master Servicing Plan will provide with Municipality with better numbers regarding the proposed capital projects 

GIS/IT Manager, Kara Smith, left the meeting at 10:53 a.m.

GIS/IT Manager, Kara Smith, returned to the meeting at 10:54 a.m.

Lion’s Head Water System

· Overview of operating budget for Lion’s Head Water System provided by Public Works Manager, Troy Cameron.

· Noted that the water charges have increased 2% 

· recommended to increase at least 2% each year 

· It was noted that the Lion’s Head Water Project will be paid off in 2027

· It was noted that approximately 400 people are connected to the Lion’s Head Water System 

· Public Works Manager, Troy Cameron, stated that he would provide the number of users connected to the Tobermory Sewer System for Council 

Other Water Systems

· Overview of operating budget for Other Water Systems was provided by Public Works Manager, Troy Cameron.

· Clarification was provided regarding the management of water systems at the Tobermory Primary Place Daycare in 2022.

Waste Management – Collection and Landfills

· Overview of operating budget for Waste Management was provided by Public Works Manager, Troy Cameron.

· It was noted that the $7,000 allocated to reserves for each landfill is for a post-closure reserve to facilitate testing of the landfills following closure.

· It was noted that reports regarding the status of Municipal landfills will be brought to Council at a later date.

Agriculture & Reforestation-Municipal Drains

· Overview of operating budget for Agriculture & Reforestation was provided by Public Works Manager, Troy Cameron.

· Clarification was provided regarding Municipal Drain clean out schedules

· Clarification was provided regarding the Drainage Act

· Discussion ensued regarding a potential meeting with the Bruce County Federation of Agriculture and OMAFRA regarding municipal drains.

It was noted that the next meeting is Monday, January 30, 2023.

2. Chief Administrative Officer Report No. CAO 23-02

Re: Consultation on Transport Canada Regulations in Big Tub Harbour

It was noted that Chief Administrative Officer Report No. CAO 23-02 included some previous presentations that were provided by Parks Canada as well as correspondence regarding the Transport Canada regulations.

It was noted that comments are requested to be submitted prior to the February 6, 2023, deadline.

Discussion ensued regarding the consultation on Transport Canada regulations in Big Tub Harbour.

That Council receives the report titled Consultation on Transport Canada Regulations in Big Tub Harbour; and

That Council following discussions at today’s Special Council meeting, instructs staff to forward a letter to Parks Canada stating that Transport Canada provide assurance that all effective property owners within the affected area have been contacted; and

That the restriction of private docks is an over arching step for the citizen’s of the Big Tub Harbour area; and

That in future private property owners and the Municipality of Northern Bruce Peninsula will be part of any process involving any changes within Bruce Peninsula National Park and Fathom Five National Marine Park.
