MNBP Special Council Meeting Minutes January 30, 2020 – Recruitment of Chief Administrative Officer

DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

Mayor McIver called the meeting to order at 9:01 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the course of the meeting.

CONSIDERATION OF AGENDA ITEMS

1. Clerks Department Report No. 20-06

RE: Recruitment of Chief Administrative Officer (CAO)

Moved by J. Mielhausen Resolution #04-02-2020 Seconded by M. Myles 

THAT Council brings forward Clerks Department Report No. 20-06 in regards to the recruitment of a Chief Administrative Officer (CAO).

Council discussed the following options available for hiring a CAO: hire an external search firm or conduct the hiring process internally and hire a Human Resources (HR) consultant to assist Council. Council was in agreement that the hiring of a HR consultant is the preferred option as it is less costly than hiring an external search firm and allows Council to have some external expertise throughout the process.

Councillor Myles recommended that the job opportunity be posted on various websites in order to reach more potential candidates.

Council proceeded to discuss the pros and cons of advertising for an acting CAO and a full-time CAO consecutively. Council agreed that advertising for a full-time CAO only is the best decision as having to train and hire both positions may not be effective.

In regards to an employment agreement with the new CAO, Mayor McIver suggested that the hired HR professional aid Council in the decision of whether to enter into an employment agreement with the CAO.

Council unanimously agreed that they do not support the hiring of an external search firm (professional recruiter).

Mayor McIver directed Mrs. Standen, Clerk, to contact Bruce County and the Town of Blue Mountains and inquire if they have any HR consultant firm names to offer. Further, Mrs. Standen was asked to determine the services the HR consultant might offer to Council and request a quote from the consultants. Councillor Myles suggested that the HR consultant could possibly assist in editing and making recommendations for the CAO job description. 

Council discussed the salary range for the CAO position. Considerable discussion ensued in regards to work load, population size and qualifications. The majority of Council agreed on the salary range of $120,000-$140,000; however, Deputy Mayor Myles had some reservations as she thought the salary range may be too high. 

Council listed various places to advertise the position including the Owen Sound Sun Times, AMCTO, Municipal World (MW) and other possible websites. Council requested that the job posting be placed in the Bruce Peninsula Press, along with on one occasion in the Owen Sound Sun Times plus AMCTO and MW. Council directed Mrs. Standen to organize the above-mentioned job postings and if additional postings appear to be necessary that she proceed at her own discretion.

After some discussion, Council decided the job posting should be available for a three-week period with a closing date of Thursday, February 27, 2020.

Mrs. Standen summarized the directives of the meeting as follows:

Council to determine later if the new CAO will be entering into an employment agreement 

a professional recruiter will not be hired

Clerk to contact Bruce County and the Town of Blue Mountains and request names of HR consulting firms and prepare a report on her findings for the next meeting

a Special Council Meeting will be called to review and select an HR consultant 

job applications will be submitted to the Clerk

Council is encouraged to thoroughly review the CAO job description 

CAO salary range will be advertised as $120,000-$140,000

make minor amendments to the Job Posting as instructed by Council 

all members of Council will be on the CAO Hiring Committee along with the HR consultant 

OTHER BUSINESS 

Councillor Myles recommended that the management team meet and determine priorities for 2020, main projects underway and the status of projects. She noted that it should be discussed as to what projects are realistic for 2020 and unfinished projects the CAO was organizing should be distributed evenly to managers.
