1. Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

a. Mayor McIver called the meeting to order at 1:00 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Re: Request to waive fees for the Lion’s Head Arena – May 17, 2025

Sandy Walsh appeared in person at the Council Meeting. 

Sandy Walsh, on behalf of the Lion’s Head Hospital Auxiliary, requested that Council waives the fees for the Lion’s Head Arena auditorium, kitchen, and bar, for a fish fry fundraiser on Saturday May 17, 2025

6. Consideration of Agenda Items

a. Treasurer Report No. TR 25-08

Re: 2024 By-law Department Allocations

Discussion ensued surrounding the information contained within Treasurer Report No. TR 25-08 Re: 2024 By-law Department Allocations. 

Clarification was provided surrounding the amounts remitted to Parks Canada surrounding parking at Little Cove.

Chief Administrative Officer, Peggy Van Mierlo-West, noted that the agreement between the Municipality and Parks Canada stated that through our reservation system, Parks Canada staff must purchase both a parking permit and a day pass, and at year-end, the Municipality remits the total amount back to Parks Canada.

b. Treasurer Report No. TR 25-09 

Re: Physician Recruitment

THAT Council receives Treasurer’s report TR25-09 as information regarding physician recruitment; and

THAT Council approves an incentive payment of $30,000 to Dr. Claire Bodkin to be funded by the Doctor Recruitment Reserve; and

THAT By-law 2025-42, being a by-law to authorize the Mayor and Clerk to execute a Physician Retention Agreement between the Municipality and Dr. Claire Bodkin, be presented and considered for passage on April 29, 2025.

c. Treasurer Report No. TR 25-10

Re: Application for Tile Loan – 2748304 Ontario Inc.

That Council receives Treasurer’s report TR25-10 regarding a tile loan application submitted by 2748304 Ontario Inc.; and

That Council approves the loan application pending funding from OMAFRA; and

That By-law 2025-43, a by-law imposing special annual drainage rates upon land in respect of which money is borrowed under the Tile Drainage Act, be considered, and approved for passage on May 12, 2025.

That Council supports the closure of the Municipal Office during the 2025 Christmas Holidays as follows:

Monday, December 29, 2025 Closed

Tuesday, December 30, 2025 Closed

a. Councillor Golden inquired about a request from the Tobermory Chamber of Commerce surrounding the potential exemption of the two (2) resident only parking spaces at the end of Big Tub Road from the 2025 Big Tub Road Parking Reservation Pilot Program.

Councillor Dowd inquired surrounding potential accommodations for divers within the Paid Parking Reservation Program. 

Chief Administrative Officer, Peggy Van Mierlo-West, stated that staff would review the request.
