Note: Members of Council and staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to attend.

Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 1:00 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Councillor Golden stated the following:

Please be advised that while I do not have a pecuniary interest, I have decided not to participate in any discussion or decisions on Correspondence Information Items 1-5, as they refer to a company owned by my sibling, and I wish to avoid any perception of conflict as per the Code of Conduct.

Re: County of Bruce Snow Removal Request (Lindsay Tract)

That Council receives Public Works Department Report PW 23-04 titled County of Bruce Snow Removal Request (Lindsay Tract); and

That Council authorizes the Public Works Department to carry out snow removal operations at the Lindsay Tract parking lot on an as-needed basis, to be charged back to the County of Bruce as per the Fees and Charges By-law.

That Council receives FC 23-03 report titled Purchase of Auto Extrication Tools, and;

That, the Fire Chief is authorized to enter into an agreement for the purchase of Amkus auto extrication tools from M&L Supply, and;

That, the purchase amount of $46,830.32, plus applicable taxes, be allocated from the 2023 Capital Budget.

Re: Sole Source Purchase of an Extractor for Washing Bunker Gear

That Council receives FC 23-04 report titled Sole Source Purchase of an Extractor for Washing Bunker Gear, and;

That Council waives Section 5.1 Tender for Direct Purchases less than $25,000 of Bylaw 2022-70 Purchasing Policy, and;

That, the Fire Chief is authorized to enter into an agreement for the purchase of an Extractor from Tech Forward Fire Solutions Inc, and;

That, the purchase amount of $8,335.15 including taxes be allocated from the Capital Budget.

That the Trailer Agreement requested by Mr. Roger Stanley Pettit and Ms. Izabella Pettit for the property legally described as Plan 3M257 Lot 2; 60 Trillium Crossing (Assessment Roll No. 41 09 620 004 16759 0000) Municipality of Northern Bruce Peninsula be approved, and;

That the owner acknowledges that the building being constructed will be substantially completed and ready for occupancy within one (1) year from date of signing of the Trailer Agreement.

That Council receives Treasurer’s Report TR23-10 as information regarding Council Remuneration for 2022.

Other Business

Councillor Golden advised that barricades that have been placed at the entrance to Emmett Lake Road by Parks Canada to prevent travel due to current snow/ice conditions, are movable. The barricades not intended to close the road.

Deputy Mayor Anderson requested that Council review Correspondence Items No. 1 to 5 in more depth and indicated Council shouldn’t be drawn into personal arguments.

· Discussion was held pertaining to proper responses being provided in relation to the correspondence, noting correspondence for a public agenda must be provided to the Clerk with permission to post no later than 12 noon on the Wednesday preceding the scheduled Council meeting.

· Council, in conjunction with the Chief Administrative Officer and Bruce County Planning, are to review the correspondence following the April 28, 2023 Road Tour Special Council Meeting.

Deputy Mayor Anderson inquired as to the status of the Little Tub Harbour project. 

· Staff is to provide an update once available. 

Councillor Golden did not participate in the Correspondence items 1-5 at this time.

Councillor Golden returned to the meeting at this time.

Councillor Dowd inquired if there was any way to add parking for residents to accommodate Mr. Oliver’s request. Mayor McIver requested that By-Law Enforcement Officer, Carol Hopkins, review to see what can be done.

That Council supports the temporary use of the Municipality’s portable radar speed sign for the month of June 2023 by the Baptist Turtle Conservation Group; and

That Council directs the Public Works Department to coordinate this venture with Mr. Rod Steinacher of the Baptist Marsh Turtle Conservation Group.
