Re: Proposal to convert the Cabot Head Road to a bike path
Mayor McIver welcomed Mike Campbell to the meeting via Zoom. Mike Campbell proceeded to present on behalf of three groups: the Bruce Peninsula Bird Observatory, Friends of Cabot Head, and Bruce Peninsula Biosphere Association.
Mike Campbell explained that the three charities require access via Cabot Head Road to fulfill their missions. He commented on recent high-water impacts to the road in 2019 and 2020 resulting in approximately 500 metres of damaged road and 350 metres of washed out areas. He noted that the Cabot Head Museum will require remediation work in the future with the Department of Fisheries and Oceans. In addition, Mike Campbell thanked the Public Works Department for installing a proper gate on the road.
Mike Campbell advised that the approved Trillium grant that was awarded in the amount of $124,000 will be forfeited if the road is not converted to a trail and the funds must be spent by the end of 2021. Various benefits to the community were presented, such as enabling access to a world-class trail, protecting unique ecological environments, preserving a century-old heritage site, and promoting healthy and active lifestyles.
The project objective was outlined by Mike Campbell as converting the Cabot Head Road to a wilderness trail for hikers and cyclists only (no vehicles permitted on the trail). He listed the various stakeholders who participated in consultations regarding the project, such as Cabot Head landowners, Ontario Parks, Fisheries and Oceans Canada, Municipal staff, Dyers Bay Property Owners Association, Bruce Trail, and Saugeen Ojibway Nation (SON).
The proposed approach presented by Mike Campbell consists of controlling access and visitation, protecting the character of Dyer’s Bay and supporting landowner rights. Details of the approach include no vehicular traffic, a kiosk at the Dyer’s Bay parking lot entry point, daily trail monitoring, protecting Dyer’s Bay’s character, no parking lot expansion, no active marketing, no shuttle service, annual review of operations, and Municipal agreement. Mike Campbell informed that landowners must approve the trail concept, design, and participate in other aspects of the trail development. Revenue options include parking fees and/or trail access fees.
Mike Campbell stated that the Cabot Head Lighthouse will not operate any programs. Signage, alternative access for trail hikers, mileage markers on the trail, and a self-serve approach for the trail were also noted by Mike Campbell.
In conclusion, Mike Campbell indicated that the design and engineering for the plan need to be completed by the end of the year, along with developing cost projections, finalizing the trail management plan, planning for the lighthouse, and continuing community consultations. He requested assistance from Municipal staff for the project.
Councillor Golden expressed concern with the restrictions for trail access being hikers and bikers only. She requested a report from the Public Works Manager regarding the project and road potential. She also stated that parking for the Dyer’s Bay boat launch should be prioritized.
Councillor Myles noted that a Memorandum of Understanding outlining roles and responsibilities is required.
Deputy Mayor Myles questioned costs and revenues for the project. Mike Campbell noted that costs and revenues are uncertain at this time.
The CAO, Peggy Van Mierlo-West, advised that there are more requirements for the project than approved by Council in 2020. She will provide a report to Council regarding staff workloads associated with this project for Council’s consideration.
Mayor McIver thanked Mike Campbell for his presentation on behalf of the Bruce Peninsula Bird Observatory, Friends of Cabot Head, and Bruce Peninsula Biosphere Association.
Delegation #2 Laurie Cochrane
Re: Cabot Head Trail Proposal and Dyers Bay Community
Laurie Cochrane, Dyer’s Bay resident and cottage owner speaking on her own behalf, was welcomed to the meeting by Mayor McIver. Laurie Cochrane provided a history of the Cabot Head Trail project. She advised that the Dyer’s Bay Association Steering Committee has been involved and contributed opinions regarding the project. Laurie Cochrane noted that survey results regarding the project reflect that the community is supportive of the project as long as the Dyer’s Bay community continues to be respected and protected.
Laurie Cochrane went into further detail with respect to the survey results, such as that the community should be protected from traffic and over-tourism, and that parking and trail passes should be free to residents. Concerns raised by the community included bylaw enforcement, parking issues, illegal camping, etc. various measures to protect the Cabot Head Trail were also presented. Laurie Cochrane stated that approximately 76% of survey respondents somewhat and strongly agree with the trail proposal.
Laurie Cochrane emphasized the need to listen to the community, and adopt a positive and collaborative approach to the project moving forward.
Mayor McIver thanked Laurie Cochrane for her presentation.

11. Chief Administrative Officer Report No. CAO 21-27
Re: Operational Quarterly Report
Councillor Myles thanked staff for their hard work, acknowledged that staff are busy, and suggested work planning. She inquired on the status of outsourcing human resources and hiring of the Facilities Supervisor position. She further suggested staff satisfaction surveys be provided annually and that staff continue conducting exit interviews.
The CAO advised that the position is now a Facilities Manager position and a head hunter is assisting with the hiring process. She said that several resumes have already been received for the Accounts Receivable Clerk position. She stated that the new HR Downloads program provides surveys and training to staff.
It was noted that there have been a significant number of inquiries to purchase municipally owned unopened road allowances; however, the policy was developed for a specific instance. The Clerk advised that the main criteria for Council to consider sale of an unopened road allowance is that the road allowance cannot be a water access, must be not an original road allowance, and not involved in the First Nations land claim.

Councillor Golden inquired on the status of in person Council meetings. The CAO advised that a report will be presented at the July 26, 2021, Council meeting outlining a reopening plan (subject to COVID-19 status in Grey-Bruce).
Councillor Myles requested an update on the Lion’s Head Arena project. The CAO informed that the Request for Proposals (RFP) for design, consulting, and contract administrating is underway, and the project is planned to commence in the spring of 2022.
Mayor McIver advised that Bruce County recently approved their Draft Master Transportation Plan which is available on the County website.
Deputy Mayor Myles asked for a summary of the recent Code of Conduct webinar. No Council members were in attendance.
