1. Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

a. Mayor McIver called the meeting to order at 1:00 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

4. Public Meeting

a. Jenn Burnett, Bruce County Planning

Re: Application Z-2025-068 Buckley

Mayor McIver welcomed Bruce County Senior Planner, Jenn Burnett to the Council meeting.

Ms. Burnett provided an overview of the information contained within Application Z-2025-068 Buckley. 

Council asked about the existing covered patio located at the front of the property. 

Ms. Burnett stated that the existing covered patio will remain on the site, and a shed at the back of the property is anticipated to be removed.

Mayor McIver opened the public meeting at 1:11p.m. 

Members of the public attending the meeting in person and online were asked if they had comments or questions regarding Application Z-2025-068 Buckley.

No public comments were received.

Mayor McIver closed the public meeting at 1:12 p.m.

Re: Application Z-2025-051 Pfluegl co Cuesta

Ms. Burnett provided an overview of the information contained within Application Z-2025-051 Pfluegl co Cuesta.

Mayor McIver opened the Public Meeting at 1:18 p.m.

Members of the public attending the meeting in person and online were asked if they had comments or questions regarding Application Z-2025-051.

Donald Scott joined the meeting via Zoom and asked if the Archaeological Assessment applied solely to the severed parcel or the entire lot. 

Ms. Burnett stated that the Archaeological Assessment applies to both the severed and retained parcels. 

Mayor McIver closed the Public Meeting at 1:22 p.m.

Council thanked Ms. Burnett for her presentations.

That Council receives staff report C26-04 Advisory Committee Report for information; and

That Council establishes September 30, 2026 as the conclusion date for advisory committee meetings for the 2022-2026 term; and

That in recognition of the significant contributions of committee members, Council directs staff to invite all advisory committee members to the upcoming Volunteer Recognition Event, to be held in April of 2026.

c. Chief Bylaw Officer Report No. MLEO 26-02

Re: Parking and Traffic By-law Update

Council asked about the ten (10) minute time allotment for a person with a disability to pay for parking. 

Chief Bylaw Officer, Carol Hopkins, stated that parking is free for accessible parking permit holders. 

Committee and Planning Coordinator, Bob Stewart, left the meeting at 1:28 p.m.

That, in consideration of report MLEO 2026-02 Parking and Traffic By-law Update, Council directs staff to bring forward an updated by-law to Regulate Paid Parking and Control Traffic, and More Particularly the Parking, Stopping or Standing of Vehicles and the use of Municipal Parking Lots within the Municipality of Northern Bruce Peninsula.

That, in consideration of report MLEO 2026-03 Property Standards By-law Update, Council directs staff to bring forward an updated by-law to Prescribe the Standards for the Maintenance and Occupancy of Property within the Municipality of Northern Bruce Peninsula.

e. Chief Bylaw Officer Report No. MLEO 26-04

Re: ATV/ORV Bylaw Update

Council asked about the use of golf carts on Municipal roads.

Chief Bylaw Officer, Carol Hopkins, stated that the use of golf carts on Municipal roads is not permitted. 

Council asked about the use of ATVs on Highway 6.

Mrs. Hopkins advised that Highway 6 is not under municipal jurisdiction, and that operators are encouraged to consult the Ontario Provincial Police regarding applicable speed limits and permitted hours of operation. 

Council asked about the use of an Argo on Municipal roads. 

Ms. Hopkins stated that the use of an Argo on Municipal roads is not permitted.

That, in consideration of report MLEO 2026-04 ATV/ORV By-law Update, Council directs staff to bring forward an updated by-law to Regulate and Control the Movement and time of Movement of Off-Road Vehicles on any Highways or Road Allowances under the Control of the Municipality of Northern Bruce Peninsula.

f. Chief Bylaw Officer Report No. MLEO 26-05

Re: Tent and Trailer Bylaw Update

Council asked about the term of the Tent and Trailer Agreement.

Chief Building Official Emily McDougall advised that Trailer Agreements are valid for a period of two (2) years, and deposits are only refundable if occupancy is achieved within the first year.

Re: Public Nuisance Bylaw Update

Council asked about the Set Fine associated with the deposit of garbage and debris on Municipal lands.

Discussion ensued regarding the proposed Set Fines for the Public Nuisance Bylaw Update.

Council asked that staff inquire with the Crown Attorney’s office about the possibility of increasing the $400.00 Set Fines listed in the by-law to $500.00.

a. Councillor Golden noted concerns over inconsistent information sharing regarding road closures due to inclement weather.

Council asked staff to contact the Ontario Provincial Police (OPP) regarding a need for consistency across communication platforms such as 511 and the OPP social media pages.

Mayor McIver reported out that Council met in closed session with the CAO and Clerk in attendance to discuss a proposed or pending acquisition or disposition of land by the municipality specifically related to an Arena Property Update and labour relations or employee negotiations specifically related to Union Negotiations & Non-Union Wage Review. Council accepted the closed session minutes from December 12, 2025 and direction was given to the CAO.
