Note: Members of Council and staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to view.

Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 1:00 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

The passage of By-law No. 2023-86 being a by-law to lift the Holding “H” zone, at its Council meeting on Tuesday October 10, 2023.

Re: RFP Results Lion’s Head Arena Construction Management – Additional Info

Discussion ensued regarding a breakdown of the Request for Proposal (RFP) bid pricing. 

Discussion ensued regarding pre-construction consultations regarding design review prior to commencing construction on the project. 

Discussion ensued regarding the scope of the role of the construction manager within the project. 

It was noted that Chief Administrative Officer, Peggy Van Mierlo-West, will provide Council with the total dollar amount approved by Council to be allocated on the Lion’s Head Arena Construction Project.

That Council accepts the proposal from Ball Construction Ltd. to provide Pre-construction and Construction Management Services for the Lion’s Head Community Centre Redevelopment Project in the amount of $1,121,220.00 + HST.

7. Chief Administrative Officers Report No. CAO 23-19

Re: Northern Bruce Peninsula Fire Service Review

It was noted that a Special Council Meeting should be scheduled to discuss the information and recommendations contained within the Northern Bruce Peninsula Fire Service Review. 

Councillor Golden announced that she will be submitting a Notice of Motion regarding obtaining funding from additional government agencies to facilitate the mandated requirements concerning Firefighter certification, apparatus life expectancy, equipment, and additional services offered by the Northern Bruce Peninsula Fire Department throughout the Municipality, National Parks and Provincial Parks.

It was noted that approximately $1,000,000 has been spent in 2023 to date to fulfill capital and operational requirements for the Northern Bruce Peninsula Fire Department.

Chief Administrative Officer, Peggy Van Mierlo-West, noted that a report will be brought back to Council regarding the recommendations contained within the Northern Bruce Peninsula Fire Service Review.

Members of Council thanked the Northern Bruce Peninsula Fire Department’s volunteer Firefighters, as they are a big part of the community.

8. Cemetery Committee Minutes

That the minutes of the Cemetery Committee Meeting No. 23-04, October 4, 2023, be approved as presented.

That the Cemetery Committee recommends Council considers new fencing for McVicar Cemetery for an estimated fee of $24,000.00 be considered in the 2024 budget negotiations; and 

That the storage shed at Dunks Bay Cemetery be demolished and replaced with the purchase and installation of a Columbarium unit, on the same footprint, for an estimated fee of $50,000.00 be allocated in the 2024 budget negotiations budget; 

That Archaeological Assessment fees, continue to be allocated for the Dunks Bay Cemetery site, in the 2024 budget negotiations, for an estimated fee of $8,000.00.

Discussion ensued regarding clarification for payments associated with the Tobermory Tennis Court resurfacing. 

Discussion ensued regarding clarification for payments associated with Crozier Consulting that involved a Ontario Land Tribunal appeal. 

Discussion ensued regarding clarification for payment associated with online bookings for Campground reservations conducted through Molo Inc.

It was noted that Chief Administrative Officer, Peggy Van Mierlo-West, will provide Council with information pertaining to the scope of work conducted by Molo Inc and the capabilities of the Municipality’s website platform. 

Clarification was provided on payments for the Golden Dawn Senior Citizen Home regarding the shuttle.

Mayor McIver inquired regarding an update on the improvements to the Lion’s Head Tennis Court.

Parks and Facilities Manager, Mark Coleman, noted that the agreement with the Bluewater District Schoolboard has expired. He further noted that a new draft agreement has been requested by the Municipality and no agreement has been received to date.
