Mayor McIver called the meeting to order at 1:00 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.
Councillor Golden noted the following “While I do not have a pecuniary interest, in order to avoid any perception of conflict, I will not participate in any discussion or voting on item #7 on todays agenda, correspondence items 1, 2 & 5 as well as bylaw 2023-45. 3. Treasurer Report No. TR 23-19
Re: Municipal Accommodation Tax Expansion
Discussion ensued regarding the proposed timeline regarding the expansion of the Municipal Accommodation Tax (MAT)
Chief Administrative Officer (CAO), Peggy Van Mierlo-West, noted that staff believe this timeline is achievable with regard to the public outreach conducted by the Municipality within the previous year.
It was noted that the Tobermory and District Chamber of Commerce has been contacted to assist in communicating the expansion of the MAT to members of the public.
It was noted that several communications platforms, such as the Municipal Website, Facebook, NBP Lets Talk, and information in the Bruce Peninsula Press, have been utilized regarding public outreach concerning the expansion of the MAT.
It was noted that the MAT will be brought in house via the Municipal website prior to the expansion of the MAT to ensure a user friendly remittance process.
It was noted that staff has created an education plan regarding the remittance of the MAT to the Municipality.
It was noted that the expansion of the program would include Bed and Breakfast Accommodations.

5. Chief Administrative Officer Report No. CAO 23-08
Re: Lion’s Head Shuttle Agreement – Renewal
Discussion ensued regarding the success associated with the operation of the shuttle in 2022 by the Golden Dawn Senior Home.
It was noted that the 2022 Shuttle Service Request for Proposal (RFP) received one submission and was awarded to the Golden Dawn Senior Home.
It was noted that if Council wishes to expand the shuttle service to the northern end of the Municipality, a new RFP may need to be prepared.
It was noted that the CAO can provide Council with information regarding the expansion of the shuttle service if requested.
It was noted that the shuttle service with operate within Lion’s Head from June 30, 2023, to September 4, 2023.

WHEREAS, in Northern Bruce Peninsula, we are fortunate to have a variety of recreation and parks systems providing countless recreational opportunities for residents and visitors from around the world; and
WHEREAS, recreation enhances quality of life, balanced living and lifelong learning; helps people live happier and longer; develops skills and positive self image in children and youth; develops creativity; and builds healthy bodies and positive lifestyles; and
WHEREAS, recreational participation builds family unity and social capital; strengthens volunteer and community development; enhances social interaction; creates community pride and vitality; and promotes sensitivity and understanding to cultural diversity; and
WHEREAS, parks, open space and trails provide active and passive outdoor recreation opportunities, help maintain clean air and water; and promotes stewardship of the natural environment; and
WHEREAS, recreation, therapeutic recreation and leisure education are essential to the rehabilitation of individuals who have become ill or disabled, or disadvantaged, or who have demonstrated anti-social behavior; and
WHEREAS, the benefits provided by recreation programs, services and parks, and open space, reduce healthcare and social service costs; serve to boost the economy, economic renewal and sustainability; enhance property values; attract new business; increase tourism; and curb employee absenteeism; and
WHEREAS, all levels of government, the voluntary sector and private enterprise throughout the Province of Ontario participate in the planning, development and operation of recreation and parks program, services and facilities;
NOW THEREFORE, be it resolved that Ontario does hereby proclaim that June, which witnesses the greening of Ontario and serves as a significant gateway to family activities, has been designated as Recreation and Parks Month, which will annually recognize and celebrate the benefits derived year-round from quality public and private recreation and parks resources at the local, regional, provincial and national levels.
Therefore, Council for the Municipality of Northern Bruce Peninsula, in recognition of the benefits and values of Recreation and Parks, do hereby designate the month of June as Recreation and Parks Month.

10. Resolution – United Counties of Stormont, Dundas and Glengarry (Information)
Re: Proposed 2023 Provincial Planning Statement

That Council supports the below Resolution from the United Counties of Stormont, Dundas and Glengarry.
WHEREAS the goal of increasing housing supply and reducing barriers in planning processes as set out in the recent legislative, regulatory and policy changes, including new provisions from Bill 23, More Homes Built Faster Act, 2022 is welcomed; and
WHEREAS the proposed PPS (sections 2.6 and 4.3) would dramatically remove municipal power and renders aspects of the County’s Official Plan, and other official plans throughout Ontario inoperative, terminating some local planning autonomy, and directly interfering with municipalities’ ability to meet local variation and unique community needs; and
WHEREAS the proposed PPS changes that would allow proliferation of lots with protection restricted to specialty crop areas only diminishes the purpose, uses, and integrity of rural and agricultural lands, thereby removing protection and restricting future uses of those lands; and
WHEREAS the proposed PPS changes encourage sprawl and rural roadway strip development, rather than more fiscally and environmentally sustainable practices like intensification in established settlement areas; and
WHEREAS the province has announced changes will be proposed to natural heritage (section 4.1) that have yet to be published.
THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the United Counties of Stormont, Dundas, and Glengarry urges the province to:
• pause proposed changes to the PPS, particularly regarding natural heritage (section 4.1) and agricultural lands (sections 2.6 and 4.3)
• reinvest trust in the local planning authority of all 444 municipalities, recognizing that each Ontario municipality has unique landscapes, different housing needs and differing visions for local planning matters
AND THAT our fellow municipalities be urged to voice their concerns regarding the proposed undermining of local planning authority;
AND FURTHER THAT a copy of this resolution be sent to all 444 municipalities, The Hon. Doug Ford, Premier of Ontario, The Hon. Steve Clark, Minister of Municipal Affairs and Housing; The Hon. Lisa Thompson, Ministry of Agriculture, Food and Rural Affairs, The Hon. David Piccini, Minister of Environment, Conservation and Parks, Stormont Dundas-South Glengarry MPP Nolan Quinn, Glengarry-Prescott-Russell MPP Stephane Sarrazin, the Association of Municipalities of Ontario, the Rural Ontario Municipal Association, the Federation of Canadian Municipalities, and the Eastern Ontario Wardens Caucus.
