Note: Members of Council and staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to attend.

Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 10:00 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting. No disclosure or pecuniary interest were expressed at this time.

Approval of the Agenda

Consideration of Agenda Items

1. Recreation Master Plan Presentation by Tracey McQueen from McQueen Galloway Associates GSP Group Inc

Mayor McIver welcomed Tracey McQueen, Terry Alyman, Steve Wever, Justin Whalen, and Jennifer Reynolds from McQueen Galloway Associates GSP Group Inc. to the meeting.

The following was noted from the presentation conducted by McQueen Galloway Associates and GSP Group Inc regarding the Parks and Recreation Master Plan and the Lion’s Head Water Front Study:

· Council received a summary of the master plan process associated with the Draft Parks and Recreation Master Plan, including an overview of the Situational Analysis Report and Lion’s Head Water Front Study.

· Council was presented with the data collected from the Citizen Survey conducted by McQueen Galloway Associates and GSP Group Inc. concerning the draft Parks and Recreation Master Plan.

· Council received feedback collected during the Stakeholder Consultations from community groups intending to utilize the new Lion’s Head Arena. 

· 2 conceptual plans for the Lion’s Head Waterfront Revitalization Project were presented to Council.

· Council received an overview of the conceptual plans, including McQueen Galloway Associates GSP Group Inc.’s rationale pertaining to the items contained within each plan.

· The Guiding Principals associated with the Conceptual Plans were reviewed by Council. 

· Council received an overview of the 11 draft recommendations, proposed by McQueen Galloway Associates GSP Group Inc. concerning the draft Parks and Recreation Master Plan.

· The Implementation Plan for the draft recommendations was presented to Council.

· The next steps associated with the Draft Parks and Recreation Master Plan were reviewed by Council, including the distribution of the plan to stakeholders, posting on the Municipal website, conducting a survey, revision of the plan, and presenting the final master plan to Council.

· Council was informed that the final Parks and Recreation Master Plan is intended to be submitted for the June 27, 2022 Regular Council meeting for approval. 

At this time, Mayor McIver opened the meeting to questions from Council Members. The following was noted: 

· Members of McQueen Galloway Associates GSP Group Inc. were informed that the areas contained within both Conceptual Plans previously allocated for extended parking areas were located on marked tile and septic beds.

· Justin Whalen indicated to Council that they had not been informed of this information until after the draft Master Plan had been created; McQueen Galloway Associates GSP Group Inc. intends to work with staff to ensure that these issues are resolved.

· Discussion ensued concerning the draft recommendations contained within the presentation regarding promoting the Municipality’s role as a facilitator of parks and recreational services. Council was provided with examples of the recommended course of action that the Municipality should take regarding the creation of a framework to support individuals and groups to provide services to the community as well as facilitating community development and leadership. 

· Discussion ensued regarding the focus of the draft Parks and Recreation Master Plan on the Village of Lion’s Head. It was noted that Council would like to see community engagement associated with areas in Tobermory. 

· McQueen Galloway Associates GSP Group Inc. was informed that the Primary Place Daycare Centre located in Tobermory is being moved to the St. Edmunds Public School, indicating recreational opportunities for the property. 

· Council was informed that prior to any plans being made concerning Tobermory, that McQueen Galloway Associates GSP Group Inc. would like to receive feedback from Council and the community concerning public areas.

· It was noted that the Facility Utilization section of the draft Parks and Recreation Master Plan heavily focused on the Lion’s Head Arena and Campground. Council would like to see the inclusion of other facilities located throughout the Peninsula. 

· Members of Council provided comments on the recommendations included within the Conceptual Plans for the Lion’s Head Waterfront Revitalization Project.

· Council members proposed the incorporation of a designated kayaker/canoe launch located at the Lion’s Head beach to facilitate a safer launch area for users. 

· It was noted that the carrying capacity for the Lion’s Head Waterfront area, as well as the septic tank capacity for the public facilities in the area should be reviewed prior to the approval of the Master Plan.

· CAO, Peggy Van Mierlo-West, requested Council’s approval to move forward with the Lion’s Head Arena RFP for the concept plan. Council was informed that better estimates concerning the cost of the project would be received following the retainment of an architect. 

· CAO, Peggy Van Mierlo-West, provided an overview of the next steps of the draft Master Plan concerning the incorporation of the comments received from Council during the Special Council meeting. 

· Tracey McQueen informed Council that the complete Citizen Survey, including all public comments are available for Council to review. It was noted that there were two open ended questions contained within the survey that permitted individuals to indicate what they would like to see within the community concerning Parks and Recreations. 

Mayor McIver thanked McQueen Galloway Associates GSP Group Inc. for their presentation. 

2. Community Services Manager Report No. CS-22-07

Re: Community Consultation Report for Arena Renovations

It was noted that the requirements of all age groups should be considered for the utilization of the recreational areas contained within the Lion’s Head Arena.

3. Chief Administrative Officer Report No. CAO-22-11

Re: Lion’s Head Arena Project – Draft Plans

The following was noted regarding Chief Administrative Officer Report No. CAO-22-11:

· There are currently three large assembly spaces included within the proposed plans for the Lion’s Head Arena. Council members suggested the incorporation of movable walls to facilitate the creation of a multi-use area in an attempt to reduce square footage of the project. 

· The hockey rink could be classified as an ice rink or ice surface to indicate that the rink is not solely utilized by a specific sport. 

· It was noted that proper referee rooms for officials needs to be incorporated into the plan.

· Discussion ensued regarding the proposed fitness room.

· It was noted that more feedback from community groups wishing to utilize the new arena would aid in the decision process concerning area allocation.

· It was noted that a meeting area, containing a kitchenette, is intended to be created for groups such as the Lion’s Head Friendship Club. The inclusion of the kitchenette would ensure the continuation of group activities as well as providing an area that can be utilized year round when the arena portion of the building is closed to the public.

· Council was informed that the area allocated for the Lion’s Head Library has been expanded due to the implementation of new provincial requirements. CAO, Peggy Van Mierlo-West, to supply the capacity limit of the library according to the new provincial requirements.

· It was noted that the creation of new conceptual plans is required for public review prior to moving forward.

· Council was informed that they will receive monthly updates on the status of the Lion’s Head Arena Project. It was further stated that a webpage has been created for the Lion’s Head Arena project that will also contain all updates on the project for the public.

· CAO, Peggy Van Mierlo-West, informed Council that a report will be brought back to Council regarding the formation of a committee to assist with the development and continuation of the project.

· Council was informed that construction costs have increased since the last project quote due to inflation. 

· Discussion ensued regarding the allocation of parking areas surrounding the Lion’s Head Arena. 

· It was noted that there are several other significant infrastructure projects that need to be addressed throughout the Municipality.

· CAO, Peggy Van Mierlo-West, informed Council that staff are currently working with Ontario Clean Water Agency (OCWA) concerning the Tobermory Water system and Lion’s Head Sewers Master Plan.

· Council was provided with an overview of the next steps for the Lion’s Head Arena Project by CAO, Peggy Van Mierlo-West. It was noted that staff would like to proceed with the RFP process for architectural designs of the project to facilitate the creation of a final plan for the Arena.

· It was noted that other municipalities have been fairly successful in conducting funding events for community projects.

That Council directs the CAO to commence the Request for Proposal (RFP) procedure for the design plans for the Lion’s Head Arena upgrades project.
