Note: All members of Council and some members of staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to attend.

Note: In the absence of the ability to vote by a show of hands, in accordance with By-law No. 2021-08, Section 3- 64.3, Council votes will be recorded for resolutions presented at electronic Council meetings.

Mayor McIver called the meeting to order at 9:01 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Re: Appoint Municipal Law Enforcement Officers

THAT Council approves the appointment of Municipal Staff as Municipal Law Enforcement Officers, James Special Services Inc., and 3rd Party Contractors (Commissionaires) employed by Parks Canada as Municipal Enforcement Officers for the Municipality of Northern Bruce Peninsula as follows:

By-law Department: Carol Hopkins, Tim Ainslie, Geoffrey Smethurst

Building Department: Wendy Elliott, Emily McDougall

Public Works Department: Troy Cameron, Jeff Mielhausen

Fire Department: Jack Burt, Brian Finger, Krista Tiernan

James Special Services Enforcement Officers: Montana Dvernychuk, William Kazarian-Hodder, Cassie Robinson, Hunter Rusk, Steenika Gilbert, Kailey Wheeler, Ryan Preece, Jerry Fluney, Andrew Wilson, Justin Bobet, Stephen Sadlon, Greta Gilbert, Eric Andres, Nicole Lond, Ryan Jones-Wright and Kyle Vivian.

3rd Party Contractors (Commissionaires) employed by Parks Canada: Glenn McGill, Frank Janknegt, Fred Day and Ghislain Royer

THAT Council will consider the passage of By-law No. 2021-61 appointing said individuals as Municipal Law Enforcement Officers at today’s Special Council meeting.

2. Chief Administrative Officer Report No. CAO 21-20

Re: Agreement between MNBP and Parks Canada for maintenance and administration related to the Chi sin tib dek Road and Little Cove parking area

Brief discussion ensued regarding the Agreement between the Municipality and Parks Canada.

THAT Council receives the report CAO 21-20 for an agreement with Parks Canada and;

That Council approves By-Law No, 2021 – 51 being a by-law to authorize an agreement with Parks Canada Agency for a service relationship for maintenance and administration related to the Chi sin tib dek Road and Little Cove Parking Area.

3. Chief Administrative Officer Report No. CAO 21-21

Re: Lion’s Head Shuttle Service Agreement

Council discussed the Lion’s Head Shuttle Service Agreement.

The CAO, Peggy Van Mierlo-West, confirmed that the Agreement will be amended to reflect a 2 year term (ending in 2022); the termination clause remains the same as the previous draft Agreement; there is flexibility for boaters/trailers to parking overnight in the Arena parking lot; changes in service levels will be presented to Council for approval prior to implementation; trailer parking is available at the Lion’s Head Friendship Centre and Marina; the proponent must relay information to the Municipality regarding other parking lots they are utilizing; when the Arena parking lot is full then the Bruce Peninsula District School (BPDS) parking lot will be used for overflow parking and otherwise barricaded; ask BPDS to allow public use of the playground equipment; add a section to the Agreement titled Scope of Work Responsibilities to address the proponent’s responsibility for portable washrooms and garbage; and Public Health must approve shuttle service operations as COVID-19 protocols must be adhered to (reduced capacity and plexiglass).

And that Council approves By-law No. 2021-57, being a by-law to authorize an agreement with Celtic Sports and Arts Centre Inc. for the Provision of Shuttle Services within the Village of Lion’s Head;

And that the Mayor and Clerk are authorized to sign the attached document.
