DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

Mayor Mclver called the meeting to order at 9:07 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the course of the meeting.

APPROVAL OF THE AGENDA

THAT the content of the agenda be approved as presented.

OTHER BUSINESS

Treasurer, Teresa Shearer, Fire Chief, Wilf Barnes and Deputy Clerk, Cathy Addison joined the meeting at this time and exited the meeting at 10:07 a.m.

THAT Section 48 of the Procedural By-law be employed at this time.

The Fire Chief addressed Council regarding exposure protocol.

Moved by L. Golden Resolution #13-03-2020 Seconded by J. Mielhausen

THAT Council endorses compensation being provided to Volunteer Fire Fighters should they be exposed to the COVID-19 virus while carrying out their duties in that capacity.

It was noted that the funds are to be allocated in the 2020 Municipal Budget with respect to the pandemic.

Mayor Mclver advised that Cathy Addison, Deputy Clerk, Dr. Jonathan Thomas and himself met on Friday, March 13, 2020 in response to a request from the Peninsula Family Health Team to find a suitable alternate site for assessments away from the Emergency Department at GBHS, Lion’s Head Site. It was noted that testing is available only in Owen Sound at this time. Council was in support of the request.

The Deputy Clerk provided an update on the pandemic matter adding that a press release will be issued before the end of the day.

Discussion ensued regarding Municipal facilities, staffing, availability of public washrooms in Tobermory and Lion’s Head.

Council directed that the Municipal Office be closed to the public once the press release has been issued.

THAT all Municipal facilities, excluding the landfill sites, be closed until further notice.

THAT Council endorses the implementation of reasonable precautionary measures as it relates to COVID-19.

READING OF BY-LAWS

THAT the following listed by-law be given 1st, 2nd and 3rd reading and enacted:

2020-35 BEING A BY-LAW TO CONFIRM THE PROCEEDINGS OF THE SPECIAL COUNCIL MEETING OF THE CORPORATION OF THE MUNICIPALITY OF NORTHERN BRUCE PENINSULA HELD MONDAY, MARCH 16,2020

CLOSED SESSION

Mayor Mclver advised that Council was moving into Closed Session at 10:10 a.m. pursuant to Section 239(2) of The Municipal Act, 2001, S.O 2001, as amended, for the following reasons: b) personal matters about an identifiable individual including Municipal or local board members, and, d) labour relations or employee negotiations, (Human Resources – Administration Staff, Lion’s Head Marina Staff, and Lion’s Head Campground Staff).

THAT Council move into closed meeting at 10:10 a.m. pursuant to Section 239 of The Municipal Act, 2001, as amended, for the following reasons: b) personal matters about an identifiable individual including Municipal or local board members, and, d) labour relations or employee negotiations, (Human Resources – Administration Staff, Lion’s Head Marina Staff, and Lion’s Head Campground Staff).

At approximately 10:15 a.m. during the Closed Session, the Deputy Mayor declared a conflict of interest in respect to the matter of Human Resources – Administration Staff, Lion’s Head Marina Staff, and Lion’s Head Campground Staff as “husband is harbour master”.

RECONVENE FROM “CLOSED SESSION” TO RESUME COUNCIL MEETING

THAT Council reconvenes from Closed Session at 12:02 p.m. and resumes the Council meeting.
