DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

Mayor McIver called the meeting to order at 9:00 a.m. and Council members were reminded to disclose any pecuniary interest and general nature thereof that may arise during the course of the meeting.

Councillor Myles declared a conflict of interest with respect to “Agenda Item #1 regarding municipal drain cleanout tenders because my father works for Rydall Contracting”.

CONSIDERATION OF AGENDA ITEMS

1. Public Works Department Report No. PW 19-31

RE: Results of Municipal Drain Cleanout Tenders

Mayor McIver requested clarification on the Pettigrew Drain. Councillor Mielhausen enquired if the depth increases whether the cost would also increase. Mr. Cameron, Public Works Manager, does not expect the cost to increase as the tender was based on cost per linear metre.

Mr. Cameron advised that he has yet to hear from the contractor regarding the Stokes Bay Drain and will have to follow up. He also stated that one of the contractors was eager to begin the drain cleanouts, therefore, today’s Special Council Meeting was called in order to commence.

Moved by D. Myles, Resolution #30-02-2019, Seconded by L. Golden

THAT Council, pending discussions and comments from today’s review, awards the Swan Lake, Dawson-Hewton Drain and Judges Creek – Branch G Municipal Drain Cleanout Tenders to Rydall Contracting for the amounts of $7,948.92, $4,601.45 and $6,161.40 plus HST, respectively. 

AND THAT Council awards the Cunningham Drain and Pettigrew Drain Cleanout Tenders to Bridge Excavating Ltd. for the amounts of $21,234.70 and $26,320.00 plus HST, respectively.

Councillor Myles resumed her place in the meeting. 

OTHER BUSINESS 

Niagara Escarpment Biosphere Reserve Project

Councillor Myles stated that she sent an email to members of Council regarding correspondence from the Niagara Escarpment Commission (NEC) in regards to the Niagara Escarpment Biosphere Reserve Project. She explained that UNESCO (United Nations Educational Scientific Cultural Organization) wants to see more of a grassroots approach and indigenous involvement. Councillor Myles indicated that she attended a workshop and the consultants recommended to create a transitional leadership team for the duration of one (1) year while establishing a new organization to focus on sustainable development and said that there would be many benefits to having representation from Northern Bruce Peninsula (NBP). She requested Council’s endorsement to sit on the above noted committee for one (1) year.

Councillor Myles stated that her contribution would be to act as a liaison, provide updates, and further that she does not anticipate direction or positioning will be included in discussions. 

Mayor McIver requested that further information be brought forward in respect to Councillor Myles’ request. Councillor Golden expressed that she would like to know the team’s goal and agenda prior to making a decision.

Considerable discussion ensued and Councillor Myles was directed to provide a notice of motion to be presented at the October 15, 2019 Council Meeting for Council’s consideration.

Johnson’s Harbour/Hay Bay Road Surface Treatment 

Public Works Manager, Mr. Cameron, advised that Johnson’s Harbour Road and Hay Bay Road will be receiving a double surface treatment and both should be completed by Wednesday. 

Chief Administrative Officer Performance Review

Deputy Mayor Myles requested that the Corporate Policy, Policy #40, Section 4.1 be amended in regards to the Chief Administrative Officer (CAO) performance review. She requested that it be amended so that the review does not have to be completed by October 15, 2019, but can be extended to possibly a year end deadline. Mayor McIver requested a notice of motion be brought forward on October 15, 2019. He also advised that the CAO performance review/discussion will be conducted during Closed Session of the October 28, 2019 Council Meeting.

Councillor Myles and Mayor McIver requested further information on the process of performance appraisals in other Bruce County municipalities and Council concurred. The Clerk, Mrs. Standen, will compile a report on this matter for Council’s information.

Mr. Jones, CAO, advised that the Special Council Meeting on October 15, 2019 at 9:00 a.m. will include a review of the current strategic plan, focusing on Council’s direction for changes to the plan.
