1. Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 1:02 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

2. Approval of the Agenda

4. Public Meeting

a. Fees and Charges By-law

Council requested clarification on the changes made to the building fees.

Alexandra Croce, Clerk, noted that the changes represent the addition of credit card service fees.

That following any amendments and/or additions from today’s review of the Fees and Charges By-law, Council will consider passage of the enacting by-law at its regular meeting on Monday, July 13, 2026.

5. Delegations

a. Tobermory Children’s Camp – Amanda Hofstrand and Katie Oblak

Re: Funding

Katie Oblak provided an overview of the $5,000 request for the first year of the program, noting that the funding will be going towards the operations of running the Tobermory Children’s Camp, including the cost of materials, program enhancements, and competitive wages. The program is starting on June 28, 2026 for an 8 week duration until August 24, 2026. Ms. Oblak noted that the program was currently at 50% capacity.

Council inquired about staffing.

Ms. Oblak confirmed that currently an Educational Assistant (EA), a student and volunteers are on staff, noting that a full roster would include three full time staff and one student.

Council inquired about other sources of funding.

Ms. Oblak noted they had funding support from other local organizations in the area.

6. Consideration of Agenda Items

Bruce County Planning

a. Site Plan Control By-law

Jenn Burnett, Bruce County Planner, joined the meeting at 1:00pm.

Ms. Burnett provided an update on the importance of site plan control and the changes made at the provincial level.

Council requested clarification on conditions the Municipality can require site plan control, including drainage and landscaping.

Ms. Burnett mentioned that the Chief Building Official has the authority to request a drainage plan at the building permit stage, and that the applicant must provide staff with details of their proposal and impacts on surrounding properties

Council asked about the involvement of Bruce County with site plan applications.

That Council directs staff to bring forth the necessary by-law to be placed on an upcoming Council agenda for approval.

a. CAO26-06 Tobermory Children’s Camp Funding Request

That Council receives report CAO26-06 Tobermory Children’s Camp Funding Request for information; and

That Council approve a contribution of $5,000 to support the Tobermory Children’s Camp for the 2026 season;

a. C26-19 Bed and Breakfast Program Update

That Council receives Report C26-19, Bed and Breakfast Licensing Program Update for information; and

That Council directs staff to extend the application deadline for Bed and Breakfast licences to December 31, 2026; and

That Council approves a one-time waiver of the $500.00 Bed and Breakfast licensing fee for all applications received in 2026, with the fee to be reinstated effective January 1, 2027.

a. TR26-12 2026 Investment Policy

Council asked about the Municipality’s investments.

That Council receives Treasurer’s Report TR26-12 regarding an updated Investment Policy;

That Council approves the 2026 Investment Policy as presented; and

That By-law 2008-63 is hereby rescinded.

a. PF26-10 RFQ Results – Replacement of Rotary Hall Roofing

Council requested information on receiving quotes from local contractors. Mark Coleman, Parks and Facilities Manager, confirmed that local contractors had been contacted as part of this process.

That Council receives report PF26-10 RFQ Results for Replacement of Rotary Hall Roofing for information; and

That Council accepts the quotation from Nedlaw Roofing in the amount of $66,046.00 + HST for the work to remove existing steel and install new steel roofing per the specifications quoted therein for Rotary Hall, 59 Main Street.

That Council receives report PF26-11 RFQ Results for Replacement of Rotary Hall Siding for information; and

That Council accepts the quotation from Beitz Siding and Eavestrough in the amount of $43,546.98 + HST for the work to remove existing siding and install new siding per the specifications quoted therein for Rotary Hall, 59 Main Street, Lion’s Head.
