Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof
Mayor McIver called the meeting to order at 10:00 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

1. By-Law Enforcement Officer Report No. MLEO-22-01
RE: Parking Report
Council discussed recommended actions within the Council report as follows:
· amend parking in Lion’s Head from three-hour free parking to two-hour free parking
· signage for two-hour free parking in Lion’s Head will have a traditional aesthetic and parking enforcement will patrol the area and chalk tires as appropriate
· remove three-hour free parking on Helen Street
· it is easier to enforce parking regulations when they are applied from corner to corner
· a Public Meeting is scheduled for March 14, 2022 at 1:00 p.m. regarding parking
· staff are drafting an agreement for the Lion’s Head Shuttle Service which will be presented to Council at the March 14, 2022 Council meeting for consideration
· resident only parking was requested on Mill Street
· locals utilizing the Friendship Club in Lion’s Head can utilize their Resident Parking Pass when parking at this location; this location will be monitored in the event that too many parking spaces are being occupied through paid parking
· comments were sent to Council from Big Tub Road residents outlining various questions pertaining to proposed changes to parking
· tree removal will take place wholly on the municipal road allowance
· staff are willing to meet with Big Tub Road homeowners on site to discuss the tree clearing area
· QR codes will be displayed on signs at the end of Big Tub Road for visitors to pay for parking
· the CAO agreed to meet with Big Tub Road residents in April to discuss the proposed turnaround pending direction from Council
· the proposed turnaround is large enough to accommodate a small shuttle bus
· a parking attendant will be stationed at Big Tub Road to assist with parking vehicles (stationed during peak times until Labour Day)
· consider a temporary sign that can be used at various locations indicating “no parking beyond this point” when parking areas reach capacity limits
· three-hour parking on Big Tub Road promoted turnover and allows all visitors an opportunity to access Big Tub Lighthouse
· Big Tub Road will be widened on the south side and limited trees will be removed as the affected area is mostly grassed; the current aesthetic of the area will not be affected, and the existing hedge will act as a buffer zone
· the width of the Big Tub Road allowance is 100 feet
· less parking spaces are proposed on Big Tub Road; however, more space for vehicles to turn around will be created
· the Public Works Manager will attend the Big Tub Road area in the spring to mark the areas to be affected by road widening so property owners can view the flagged area and meet with staff to receive clarification
Council amended numerous recommended actions as identified within the By-law Enforcement Officer’s report.

That Council receives MLEO Report No. 22-01 as information; and
That two (2) hour free parking be permitted on Main Street both sides from Moore Street to Scott Street; and
That two (2) hour free parking be permitted on Webster north side from Alexander to Main Street; and
That two (2) hour free parking be permitted on Webster Street both sides from Main Street easterly to Helen Street; and
That resident-only free parking be permitted on the north side Sylvia Street from Helen Street to the end of Sylvia Street; and
That all day parking be permitted on Helen Street west side from Webster Street to Scott Street at the rate of $5 per hour to a maximum of $30 per day; and
That all day parking be permitted on Helen Street west side from Scott Street to McNeil Street at the rate of $5 per hour to a maximum of $30 per day; and
That all day parking be permitted on Helen Street east side from McNeil Street to Sylvia Street at the rate of $5 per hour to a maximum of $30 per day; and
That all day parking be permitted on Philip Forbes west side at a rate of $5 per hour to a maximum of $30 per day; and
That all day parking be permitted on McNeil Street south side six (6) parking spaces between 1 and 3 McNeil at the rate of $5 per hour to a maximum of $30 per day; and
That all day and oversize vehicle parking be permitted at the Lions Head Arena at 4 Tackabury Street at the rate of $3 per hour to a maximum of $15 per day; and
That all-day parking be permitted at 61 Main Street (Rotary Hall parking lot), John Street, Moore Street and Mill Street at the rate of $3 per hour to a maximum of $15 per day; and
That all-day parking be permitted on Main Street both sides from Scott Street to Ida Street at the rate of $3 per hour to a maximum of $15 per day; and
That all-day parking be permitted on Main Street west side from Moore Street to Hayes Drive at the rate of $3 per hour to a maximum of $15 per day; and
That machine 12600006 (formally McCurdy Street) be placed at the parking lot at the Lion’s Head Arena at a rate of $3 per hour to a maximum of $15 per day; and
That machine 12590010 (formally Webster St) be placed on Main Street north of Scott Street and reprogrammed to $3 per hour to a maximum of $15 per day; and
That machine 12590011 (John Street) be reprogramed to $3 per hour to a maximum of $15 per day; and
That machine 12590009 (Scott Street) be reprogramed to $5 per hour to a maximum of $30 per day; and
That machine 12590012 (Philip Forbes) be reprogrammed to $5 per hour to a maximum of $30 per day; and
That the turnaround on Big Tub Road be widened up to 5 meters on the north side to create a reasonable turnaround for all vehicles; and
That on the south side of Big Tub Road, the current parking lot be extended up to 30 to 40 meters west at the same depth as the current parking area; and
That a parking attendant remain at the Big Tub Road site during peak hours to help manage traffic; and
That the south side of Big Tub Road from 248 Big Tub Road to the current parking area be posted as “No Parking”; and
That the paid parking on the south side of Big Tub Road from the entrance of 248 Big Tub Road westerly to 236 Big Tub Road remain at a rate of $5 per hour to a maximum of 3 hours; and
That the current parking area at the end of Big Tub Road remain at the rate of $5 per hour to a maximum of 3 hours; and
That machine 1260003 (Big Tub Road) be reprogrammed to $5 per hour to a maximum of 3 hours.

Councillor Myles requested that staff review the Resident Parking Pass process and investigate ways to make the process more accommodating and user friendly. She indicated that the process can be problematic for renters and residents with more than two vehicles.
Carol Hopkins, By-law Enforcement Officer, explained that the Resident Parking Pass process was greatly improved for the 2021 season as the system was digitized eliminating the need for physical parking passes. She suggested that the process remain status quo for the 2022 season.
Carol Hopkins advised that staff patrolled the Cape Chin South and Dyers Bay parking areas three times per day during peak season. She informed that staff will be relocating the paid parking machine at Dyers Bay to an alternate location in the same area to achieve better reception. She noted that costs associated with hardwiring the parking machine are high.
Councillor Myles suggested that year-round paid parking be implemented at popular locations, such as McCurdy Drive and other attractions. The By-law Enforcement Officer will prepare a report regarding this request at the end of the 2022 season.
The By-law Enforcement Officer was directed to prepare a Council report regarding Resident Parking Passes to be presented at an upcoming Council meeting.
