Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof
Mayor McIver called the meeting to order at 9:00 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Re: 2023 Budget – Draft #1
Mayor McIver introduced the 2023 Capital Budget and discussion was outlined as follows:
GIS/IT Manager, Kara Smith, provided an overview of the Administration and GIS/IT 2023 Capital Budget Summaries.
Discussion ensued regarding the importance of conducting bandwidth mapping within the Municipality to better address cellular service.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview on the item contained within the Short-term Accommodation 2023 Capital Budget Summary.
Fire Chief, Jack Burt, provided an overview of the Fire and Emergency Management 2023 Capital Budget Summary for the following areas:
– Bunker Gear Replacement
– Auto Extrication Tools
– Truck – Rescue Unit
– Extractor
– Communication Tower Upgrades
– It was noted that clarification will be provided on the wording contained within this section.
Treasurer, Teresa Shearer, provided an overview on the item contained within the Building 2023 Capital Budget Summary with regards to a new computer.
Public Works Manager, Troy Cameron, provided an overview of the Roads 2023 Capital Budget Summary in the following areas:
– Resurfacing
-Tammy’s Cove Road, 2.5 kilometres from East Road to end
– Hidden Valley Road, Crane River
– North Shore Road
– Isthmus Bay Road, Phase 2 and 3
– Sidewalks and Curbs
– Bridges and Culverts
– Equipment and Housing
Discussion ensued with regards to truck replacement and the ordering timeframe to actual delivery date. The turnaround was noted to be approximately two years.
Public Works Manager, Troy Cameron, provided an overview of the Tobermory Sewer, Lion’s Head Water System, Small Water Systems and Landfills in the 2023 Capital Budget Summary.
Clerk, Cathy Addison, provided an overview on the items contained within the Cemetery 2023 Capital Budget Summary.
The Clerk left the meeting at 10:19 a.m. and returned at 10:23 a.m.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the items contained within the Meeting Place 2023 Capital Budget Summary.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview in the Parks and Recreation 2023 Capital Budget Summary following areas:
– Playground Equipment
– Tennis Court Resurfacing
– Lion’s Head Daycare
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the item contained within the Tobermory Community Centre 2023 Capital Budget Summary.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the items contained within the Campground 2023 Capital Budget Summary.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the items contained within the Arena 2023 Capital Budget Summary.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the item contained within the Ferndale Information Building 2023 Capital Budget Summary.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the item contained within the Museum 2023 Capital Budget Summary.
Chief Administrative Officer, Peggy Van Mierlo-West, provided an overview of the item contained within the Accessibility 2023 Capital Budget Summary.
It was noted that a majority of the funding for the 2023 Capital Projects is coming from Municipal Reserves.

That Council receives Draft #1 of the 2023 Budget for review of capital projects; and
That Council approves the capital projects in principal with the exception of the Arena Project that have been presented at today’s Special Council meeting.
