Note: Members of Council and staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to attend.

1. Community Services Manager Report No. CS 22-02
Re: Award of Contract for Lion’s Head Harbour Dock Construction RFP
CAO, Peggy Van Mierlo-West, provided Council with the Municipality of Northern Bruce Peninsula’s procurement policy as information. She also informed Council that no confirmed results from the Insurance provider have been received at this time.
Staff informed Council that on Friday, March 4, 2022, an engineer visited and reviewed the claim site. Clarification was provided to Council that the current insurance policy held on the Harbour covers wave damage, but does not include tidal coverage.
CAO, Peggy Van Mierlo-West noted that if insurance payments do not cover all the costs associated with the repairs to the Harbour, as projected in the Community Services Manager Report CS 22-02, Council will consider the allocation of reserve funds to the project.
Considerable discussion ensued regarding Community Services Manager Report No. CS 22-02. It was noted that the Municipality must fund any damage that is not covered by the insurance claim filed on the Lion’s Head Harbour.
Community Services Manager, Ryan Deska, provided further clarification on features of the proposed docks, such as a wave attenuator (underwater breakwall).
Council discussed coverage under the Municipality’s current insurance policy, specifically the applicability of tidal wave coverage. It was noted that C and D dock are most susceptible to damage caused by intense waves within the Harbour. Staff have reached out to the Municipal insurance broker to review the current policy and evaluate risk management as it pertains to the Lion’s Head Harbour.

CAO, Peggy Van Mierlo-West circulated an email to Council regarding an Ontario Good Roads Conference as information. She advised Council that if they wish to register for the conference, to contact staff.
Mayor McIver noted that he has registered for this event through Bruce County.
