Note: Members of Council and staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to attend.

Note: In the absence of the ability to vote by a show of hands, in accordance with By-law No. 2021-08 Section 3-64.3, Council votes will be recorded for resolutions presented at electronic Council meetings. Voting took place by way of roll call by the Clerk to ensure that Council members and the public were aware of how each Council member voted.

Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Mayor McIver called the meeting to order at 1:01 p.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Councillor James Mielhausen declared a conflict of interest on “Agenda Item #8, Correspondence Item #1, regarding commercial boat tour operation as my daughter works for a tour boat company”.

Consideration of Agenda Items

1. Treasurer Report No. TR 22-01

Re: 2022 Budget – Draft #1

Council discussed when the 2021 actual figures will be incorporated into the 2022 Budget. The Treasurer, Teresa Shearer, explained that these figures may not be updated until the end of February 2022 as staff are still waiting to receive some 2021 invoices.

It was recommended that Council and staff review the Municipality of Kincardine’s budget documents in terms of presentation and formatting.

Councillor Golden was directed to contact the Treasurer with any budget questions prior to the next Council meeting.

CAO, Peggy Van Mierlo-West clarified the budget for flags and flag poles as being connected to the purchasing of new Canada flags and installation of an additional flag pole at the Municipal Office to allow for flag raising events.

The Treasurer was directed to investigate obtaining 2021 actuals; however, it was noted that some of the actual figures will not be available until later this spring.

Re: December 2021

Councillor Mielhausen questioned the purchase of an item relating to a part for a piece of machinery in the Public Works Department. Public Works Manager, Troy Cameron, provided clarification.

3. Attainable Housing Task Force Minutes

Re: December 2, 2021

Community Services Manager, Ryan Deska, confirmed that no budgetary items are necessary to be incorporated into the 2022 Budget. He advised that options/projects will be identified once the Attainable Housing Task Force receives the Housing Strategy prepared by the consultant.

The CAO noted that staff are waiting on information from the Bruce County Planning Department regarding additional dwelling units and other important planning updates. This information will be forwarded to Council once received by staff.

Correspondence

1. Siskinds The Law Firm- Zoning By-law Amendment, Addition of Commercial Tour Boat Operation to C1 Zone-Information 

Councillor Mielhausen declared conflict of interest on this item and did not participate in this portion of the meeting.

Deputy Mayor Myles questioned why the letter was not forwarded to Council prior to the December 20, 2021 Council meeting. The CAO, Peggy Van Mierlo-West, referred to the Council Correspondence Policy and explained that the policy does not include emails to Council as all pertinent Council information is distributed through the public Council agenda process. The CAO noted that the email would have been forwarded to Council; however, there was insufficient time before the meeting for the email to be forwarded.

Council continued to discuss the letter from Siskinds The Law Firm and it was noted that no final decision on the matter has been made by Council and all information that is discussed during Council meetings must be posted on a public agenda by the agenda deadline.

Following the vote, Councillor Mielhausen resumed participation in the meeting.
