Note: Members of Council and staff were present in the Municipal Office Council Chamber and the meeting was held via zoom, an electronic platform, for members of the public to view.

Call to Order and Disclosure of Pecuniary Interest and the General Nature Thereof

Deputy Mayor Anderson called the meeting to order at 9:00 a.m. and Council members were reminded to disclose any pecuniary interest and the general nature thereof that may arise during the meeting.

Approval of the Agenda

It was noted that times were reallocated due to presentations running ahead of schedule and the presence of individuals prior to their designated time.

Requesting funds for a portable AED for the Pike Bay Community Centre

2. 9:10 a.m. $2,000 Request – Men’s Shed – Gerry Tilmans

Requesting funds for building materials and tools.

3. 9:20 a.m. $2000 Request – Golden Dawn Senior Citizen Home – Christie Amyot 

Requesting funds for a shower room renovation at the Golden Dawn Senior Citizen Home.

4. 9:30 a.m. $2000 Request and Request to Waive Fees – Peninsula Community Development Initiative – Dominik Franken

Requesting funds for Lion’s Head Summer Music and requesting waiving of fees for the Rotary Hall as a rain location from August 4, 2025 – August 9, 2025.

5. 9:40 a.m. $2000 Request – Northern Bruce Peninsula Community Support Advisory Action Committee – Sharron Colter

Requesting funds for Northern Bruce Peninsula Community Support Advisory Action Committee Community Programs. 

6. 9:50 a.m. $2000 Request and Request to Waive Fees – The Meeting Place – Jen Williams

Requesting funds for the 2025 Community Information and Resource Coordination Services and requesting fees to be waived at the Tobermory Community Centre on May 17, 2025. 

Councillor Golden inquired surrounding plans for advertising the Community Information and Resource Coordination Services .

It was noted that the Meeting Place intends to utilize social media, surveys, and the Bruce Peninsula Press to promote the programs. 

7. 9:55 a.m. $2000 Request – E-bike Rental Social Enterprise – Noreen Steinacher

Requesting funds to promote sustainable tourism through micro-transportation. 

It was noted that staff will look into the eligibility of a social enterprise for the Municipal Community Grant Program. 

8. 10:00 a.m. $1000 Request – Tobermory Community Gardens Group – Jacqueline Wakefield

Requesting funds for the Tobermory Community Gardens Initiative.

9. 10:10 a.m. $2000 Request – Lion’s Head Skating Club – Sheryl Roberts (Zoom)

Requesting funds to assist with payment for ice rentals.

Council recessed for a 10 minute break at 9:57 a.m. 

10. 10:20 a.m. $2000 Request and Request to Waive Fees – Sources of Knowledge – Darryl Cowell

The Council Meeting resumed at 10:08 a.m.

Requesting funds for the Sources of Knowledge (SOK) Forum and SOK Talks.

11. 10:30 a.m. $1500 Request – Bruce Peninsula District School – Ashley Earle (Zoom)

Requesting funds for the Bruce Peninsula District School Breakfast Program.

12. 10:40 a.m. $2000 Request – Crime Stoppers of Grey Bruce – Peter Reid (Zoom)

Requesting funds for operating expenses for the Crime Stoppers of Grey Bruce Program. 

13. 10:50 a.m. $1740.08 Request – Royal Canadian Legion Br 202 – Sharron Colter

Requesting funds for new light folding tables for activities at Royal Canadian Legion Br 202.

14. 11:00 a.m. $2000 Request – Bruce Peninsula Bird Observatory – Bethanne Currie (Zoom)

Clare MacMartin appeared at the Special Council Meeting online via Zoom to present on behalf of Bethanne Currie. 

Requesting funds for the purchase and installation of a EG4 Chargeverter -GC Battery to improve solar efficiency at the Cabot Head Nature Reserve.

15. 11:10 a.m. $1500 Request and Request to Waive Fees – Stray Cat Program – Trace MacKay

Requesting funds to facilitate the Stray Cat Program and requesting to waive fees at the Tobermory Community Centre at a later date.

16. 11:20 a.m. $1000 Request and Request to Waive Fees – Lion’s Head Pickleball Club – Mark Prieur (Zoom)

A representative from the Lion’s Head Pickleball Club was unable to attend the 2024 Community Grant Meeting. 

17. 11:30 a.m. $2000 Request – Bruce Peninsula Biosphere Association – Mike Warkentin

Requesting funds for the Bayside Astronomy Program. 

Councillor Golden inquired if Bayside Astronomy was engaging with the students at Bruce Peninsula District School.

Mike Warkentin stated that it is on their radar for 2025. 

18. 11:40 a.m. $1,100 Request – Lion’s Head and District Food Bank – Dennis McLay

Requesting funds for the Lion’s Head and District Food Bank Program.

19. 11:50 a.m. $2000 Request – Bruce Peninsula District School – Emily Cameron (Zoom)

Emily Cameron, Erica Thompson, and Myles Gambacort appeared online via Zoom to present on behalf of Bruce Peninsula District School. 

Requesting funds to support to 2025 Footprints Program from June 3-June 5, 2025.

23. Treasurer Report No. TR 24-19

Re: 2025 Community Funding

Discussion ensued surrounding the information contained within Treasurer Report No. TR 24-19 Re: 2025 Community Funding.

Discussion ensued surrounding the monetary limit commonly utilized by Council for the Community Funding Program. It was noted the monetary limit is commonly $38,500, which translates into 0.5% of the Tax Rate.

Discussion ensued surrounding the total amount of the monetary and in-kind 2025 Community Funding requests, totaling $81,825.00. 

Discussion ensued surrounding the inclusion of insurance amounts with the in-kind requests. It was noted that the insurance for rentals is completed on a per event basis.

That Council receives Treasurer’s Report TR24-19 as information regarding the 2025 Municipal Community Funding requests; and

That Council supports increasing the monetary funding amount; and 

That staff come back with a report to the December 9, 2024, Council Meeting; and

That staff will investigate the eligibility of a social enterprise for the Community Funding.
